Media Services Policies (revised 6/24/04)
For the purposes of this document the term Meredith Community
will be used to refer to currently enrolled students, current
faculty and faculty emeriti, currently employed staff members,
and current members of the Meredith College administration.
I. Production
>A. Duplication Services
Media Services strives to comply with all copyright
laws, as they are currently understood. Print sources, Internet
Web sites and various satellite downlinks have been accessed
in the past ten years to seek current information and interpretations
in the rapidly evolving field of intellectual property and copyright
projection. Media Services will only provide audio and/or video
signal duplication believed to be legal within the constraints
of copyright law. Under certain circumstances at their discretion,
Media Services staff may require a patron to sign a copyright
release form before any duplication services are provided.
Duplication of Meredith archival tapes—such
as Dance Performances, Theatre Performances, Convocations, and
Lectures—are subject to permissions and limitations given
by presenters.
Within these limits, Media Services provides
audiocassette and videocassette duplication for classroom support
at no charge to students, faculty or staff. Media Services provides
blank audiocassettes and videocassettes for classroom support
and administrative functions (e.g., faculty meetings, special
representations and guest speakers.) Such blank cassettes are
charged to a budget line account number maintained by the relevant
college department or office. Individuals wishing to obtain
personal copies of non-copyrighted materials must provide their
own blank cassettes. An exception is made for students currently
enrolled in EDU 441, SPE 250, and other classes in which video
or audiotapes are an integral part of the class. Students in
those classes only may purchase tapes at cost from the Media
Services service counter. These funds are kept in a cash box
at the Media Services service counter. Funds from this box are
routinely deposited to the library’s supply account.
Media Services does not provide mass copying
of video or audiotapes. Patrons requesting more than 12 copies
of a tape may be referred to an off-campus duplication source.
As a courtesy to the Meredith Community, Media
Services may duplicate non-class related audiocassettes and
videocassettes (e.g., convocation speakers, Meredith produced
dance performances, etc.), as time and equipment availability
allows. Media Services does not provide audiocassette or videocassette
duplication for any commercial enterprise that does not directly
serve the Meredith Community.
B. Special Foreign Language Policies
To meet the needs of the Foreign Language Department,
Media Services provides video duplication into PAL, SECAM, or
NTSC standards. Since we are not allowed by law to make additional
copies for departmental use, all tapes which are copied into
another format must be set aside as an archival tape, and must
not be used while the “translated copy” is in use.
Whenever possible the Department should be encouraged to use
the original standard, and not to use a translated copy. Toward
that end, Media Services will make an effort to provide multistandard
video playback equipment for Departmental use.
C. Videotaping Campus Events
Media Services has committed to videotaping
an assortment of campus productions and events. May and December
commencement exercises, “Meredith Performs:” dance
and theatre productions, convocations, and guest speakers sponsored
by special endowments are videotaped and stored in the College
Archives in the Carlyle Campbell Library. Media Services cannot
commit itself to providing videographers for classroom presentations
or regularly scheduled classroom lectures. Instead, professors
and students are trained to use independently the video cameras
and camcorders circulated by Media Services.
II. Graphics
A. Lamination
Media Services provides lamination services
at $.01 per inch of lamination material used (25” wide
roll). Because the laminator must be heated, users should call
at least 20 minutes ahead of anticipated use and should request
that the staff warm up the machine. During the “block
period” when many student teachers are laminating projects,
the laminator is kept on during the normal hours of operation.
During this period the laminator is kept on a timer so it will
be ready for early morning users. Still it is advisable for
any user to call ahead before laminating.
For practical reasons, laminating film is purchased
from the library’s supply account and funds for lamination
are kept in a cashbox at the Media Services service counter
B. Display Lettering
Media Services maintains a Kroy OL lettering
machine and a supply of display lettering tape. Users may wish
to purchase display tape cartridges through the library at market
price. Alternatively, users may wish to purchase lettering at
the rate of $.13 per inch. Funds are deposited into the library’s
supply account
III. Hours of Operation
Media Services’ regular hours of operation
are as follows (as of 6/04):
Monday – Thursday 8:00 a.m. – 6:00
p.m.
Friday 8:00 a.m. – 5:00 p.m.
Saturday – Sunday closed
On a limited basis Media Services staff can
provide services after hours and on weekends, but arrangements
for alternate hours of service must be made well in advance
and cannot be promised. Because Media Services has a limited
number of staff members, every effort is made to provide media
services to the college by educating media users in the operation
of AV equipment and by circulating suitable equipment to them.
We are in the education business.
During the summer, these hours of operation
are abbreviated due to the absence of student workers.
IV. Satellite Downlinking
Media Services has both C/Ku analog and digital
satellite dish capability. The operation of the satellite dishes
is the responsibility of the Cable Administrator. All requests
for special satellite programming should first be directed to
the Media Specialist, who will then forward the request to the
Cable administrator. Users should be clear about where on campus
they will view the satellite program and should reserve the
room through the Campus Activities Coordinator or other appropriate
administrator. Media Services will provide video projection
or television monitors as requested. Users are responsible for
obtaining all appropriate licenses for programming we are to
receive. Copies of such licenses should be given to the Cable
Administrator no later than 7 days before the anticipated downlink.
All license fees for satellite programming are the exclusive
responsibility of the requestor, and not that of Media Services
or any of its staff.
Off-campus users are charged fees based on the
services and facilities requested. Charges that apply may include
the following:
Satellite downlink use fee
Staff operator fee per hour
Taping fee
Room fee
Video projector fee
Delivery & Set-up fee
Special equipment request fees
Satellite downlink requestors should negotiate
fees at the time of initial request. A list of such fees is
attached at the end of this document.
Media Services assumes no responsibility for
the quality of reception due to weather conditions, microwave
transmission interference, poor signal transmission, or equipment
failure. Requestors should be aware that satellite signals are
subject to numerous influences that are beyond the control of
any downlink provider.
V. Portable Equipment Rental Policy
All circulating audiovisual equipment is held
in trust by Media Services to promote the mission and purpose
of the College and to support the extra-curricular activities
of College affiliated groups and organizations. Equipment in
the AV Pool is reserved on a first-come, first-served basis,
though classroom instruction is given priority over non-classroom
activities. Only members of the Meredith Community are allowed
to reserve and receive audiovisual equipment free of charge.
All “Off-Campus” users of audiovisual equipment
owned by the College are subject to reasonable and competitive
rental fees.
Typically Media Services does not lend equipment
valued in excess of $300 to users who plan to take the equipment
off campus.
Media Services does not provide delivery or
retrieval of equipment, not equipment operators, for members
of the Meredith Community. Students, faculty and staff are expected
to schedule time with Media Services personnel in which to receive
instruction in the appropriate use of all requested audio-visual
equipment. Trustees, the office of the President of the College,
and the offices of vice-presidents of the College receive extended
support from Media Services.
All equipment reservations should be made in
person at the Media Services counter or by phone at (919) 760-8444,
between the hours of 8:00 am and 6:00 pm, Monday through Thursday,
and between the hours of 8:00 am and 5:00 pm on Friday, excluding
College holidays. Media Services is not open on Saturday or
Sunday.
All persons wishing to reserve equipment will
be asked to provide the following information:
1) Their name (and the name of the individual who will receive
the equipment, if different from the person placing the reservation).
2) A telephone number at which they can be contacted.
3) The date and time they wish to receive the equipment requested.
This is usually earlier than the intended time of use.
(Notification of cancellations is appreciated, but not mandatory.)
4) The date and time they will return the equipment received.
(All persons receiving audiovisual equipment from Media Services
are expected to return that equipment at the return time stated
when the reservation is made.)
5) Any accessories needed with the equipment requested (e.g.,
electrical extension cord(s)).
The individual making the reservation will be
told where to find the equipment reserved for them and where
to return that equipment. This is usually in close proximity
to the Media Services counter located on the main floor of the
Carlyle Campbell Library.
A. On-campus users
1. Data Projectors
Data projectors may be reserved to support on-campus
classroom instruction, as well as special lectures and presentations
sponsored by a Meredith College academic department or administrative
office. Data projectors may be reserved for off-campus use by
members of the Meredith College faculty and administration for
professional meetings and/or College related functions. Campus
affiliated groups and organizations may be able to reserve a
data projector for on-campus use, during publicized events with
special permission from the Media Specialist. Campus affiliated
groups and organizations may NOT reserve a data projector for
off-campus use.
Media Services staff will provide training for
data projector hook-up and operation. We do not provide software
support. Software support may be obtained from Technology Services.
2. Video Projectors
Video projectors may be reserved to support
on-campus classroom instruction , as well as special lectures
and presentations sponsored by a Meredith College academic department
or administrative office. Video projectors may be reserved for
off-campus use by members of the Meredith college faculty and
administration for professional meetings and/or Colleg realeted
functions. Campus affiliated groups and orgainizations may reserve
a video projector of on-campus use during publicized events.
Campus affiliated goups and organizations may reserve a video
projector of use during College sponsored, off-campus events
with special permission from the Media Spcialist.
3. Super-VHS Equipment
a. Super-VHS Cameras
Super-VHS cameras are provided to support students
and faculty involved in Video Production classes, Broadcast
News classes, Media Services archival videotaping, and Media
Services production of instructional videotapes with and/or
for current faculty members. These users are permitted to use
S-VHS cameras on-campus or off-campus during class related taping
or with special permission from Media Services personnel. S-VHS
cameras are reserved like all other Media Services equipment,
with the following exceptions:/p>
1) A copy of the S-VHS camera reservation is
provided to the approved user.
2) During the time frame covered by the S-VHS
camera reservation, the approved user uses that reservation
slip to obtain a key (from the Circulation desk personnel) to
a locked storage closet where the S-VHS cameras are stored.
3) The approved user then uses that key to access
the unique camera they have reserved. It is NOT permissible
to substitute an alternate camera without prior permission from
Media Services.
4) When accessing the S-VHS camera s/he has
reserved, s/he is expected to note all S-VHS equipment and accessories
taken, on a “sign-out” sheet located in the S-VHS
camera storage closet.
5) The approved user then returns the closet
key the circulation Desk personnel, and is free to use the equipment
for the period specified on her/his reservation.
To properly return an S-VHS camera:
6) The approved user should obtain the key to
the S-VHS storage closet from the Circulation Desk personnel.
Possession of a Media Services supplied S-VHS camera is taken
as prima fascia proof that s/he is an approved user of the equipment.
7) The approved user returns the camera to its
storage shelf, and “signs-in” the camera as returned.
8) The approved user then returns the S-VHS
camera storage closet key to the Circulation Desk personnel.
b. Super-VHS Editing Facilities
Super-VHS editing equipment is provided to support:
students and faculty involved in Video Production classes, Broadcast
News classes, the editing of class related videotapes by Media
Services personnel, the production of instructional videotapes
by Media Services personnel with and/or for current faculty
members, and the production of videotapes for members of the
Meredith Community by properly trained Meredith College students,
faculty and staff. Super-VHS editing equipment is located in
the Editing Room on the Ground (basement) floor of the Carlyle
Campbell Library. The Editing Room is reserved like all other
Media Services equipment, with the following exceptions:
1) A copy of the Editing Room reservation is
provided to the approved user.
2) During the time frame covered by the Editing
Room reservation, the approved user uses her/his reservation
slip to obtain the “Edit Room Key” from the Circulation
desk personnel.
3) The approved user is free to use the S-VHS
editing equipment for the period specified on her/his reservation.
4) When her/his reserved time is over, or some
time prior to that time, the approved user returns the Editing
Room key to the Circulation Desk personnel.
c. S-VHS Camera Circulation Procedure
1) S-VHS Camera Reservations
When a Video production student wants to use
one of the Super-VHS camera sets, she must reserve that equipment
during Media Services hours: Monday thru Thursday, 8 am until
6 pm and Friday, 8 am until 5 pm. (Media Services is NOT open
on Saturday or Sunday.)
Once a reservation for one of these cameras
has been made we often tape the yellow copy of the reservation
to the top of Media Services counter (on the end nearest the
RESERVES section of the Circulation Services area.)
The student must have this yellow copy of the
equipment reservation to get a key to the “Camera Closet”
adjacent to the Editing Room in the basement of the library.
2) S-VHS Camera and Battery Pick-up
The student picks up her yellow slip from the
Media Services counter. She swaps her yellow slip for the Cam
Closet Key at the Circulation Desk (the key is kept in the “Media
Keys” drawer), then she goes to the Camera Closet and
gets the equipment. She may also need to acquire batteries for
the camera she intends to use. Camera batteries are in the Media
Services equipment storage drawers. Batteries needing to be
recharged are on the left side of this stand, and charged batteries
are lined up on the right side. Students needing batteries have
been given permission to acquire and return then even when no
Media Services personnel are present.
3) Returning S-VHS Cameras and Accessories
When a student is finished using S-VHS camera
equipment (e.g., cameras, tripods, mike kits, lighting kits)
she returns to the Circulation Desk and again requests the Cam
Closet Key. The fact that she has the Super-Vhs camera equipment
in hand is considered proof that her need to access the closet
is legitimate. To return S-VHS equipment no yellow slip is required—the
camera is her “ticket.” Key in hand, the student
herself should put away the equiment then return the Cam Closet
Key to the Circulation Desk. If she took batteries she should
return them to the battery stand in Media Services.
4. Art Department Cameras
a. Super-VHS Art Department Camera
Media Services houses and circulates one S-VHS
camcorder, and accompanying quicklock tripod, for the Art department.
Each semester the head of the Art department and/or the Art
department gallery director provides a list of the names of
all Art students and faculty members who have permission to
check out this S-VHS camcorder. This list of names is subject
to revision at any time by the Art department head and/or gallery
director. During the semester, only those persons on that list
are allowed to reserve and receive that camcorder and/or tripod.
Those persons reserve the “Art Camcorder” as they
would any other Media Services equipment
b. Art Department 35mm Cameras
Media Services house and circulates four (4)
still photographic cameras for the Art department. Each semester
the photography instructor(s) will provide list of the names
of all of the Art students and faculty members who have permission
to check-out one of these cameras. This list of names is subject
to revision at any time by the instructor. During the semester,
only those persons on that list are allowed to reserve and receive
one of these cameras.
A person receiving one of these cameras is allowed
to use that camera until 5:00 pm the day following the day the
received it, approximating a 24-hour use period per reservation.
Those persons reserve and receive one of these cameras as they
would any other Media Services equipment, with the following
exceptions:
1) A copy of the reservation for a photographic
camera is provided to the approved user.
2) During the time frame covered by that reservation,
the approved user uses that reservation slip to obtain a key
(from the Media Services desk personnel) to a unique storage
locker in the Media Services work area.
3) The approved user uses that key to access
the unique camera they have reserved. It is NOT permissible
to substitute an alternate camera without prior permission from
Media Services.
4) When accessing the photographic camera s/he
has reserved, s/he is expected to note all camera equipment
and accessories taken, on a “sign-out” sheet located
on the storage locker.
5) The approved user then returns the closet
key to the Media Services desk personnel and is free to use
the camera (and accessories) for the period specified on her/his
reservation.
To properly return on the these Art Department
photographic cameras:
6) The approved user should obtain the key to
the appropriate storage locker. Possession of one of these cameras
is taken as proof that s/he is an approved user of that equipment.
7) The approved user returns the camera to its
storage locker, and “signs-in” the camera as returned.
8) The approved user then returns the key to
the Circulation Desk personnel.
B. Off-Campus Users
Off-campus users are defined as any person or
persons not currently part of the Meredith Community. Media
Services is not required to provide any equipment to any Off-Campus
user and can refuse to do so at any time without cause. Media
Services is, however, committed to providing fair, equitable
and reasonable audiovisual support to all of our guests without
regard to race, ethnicity, national origin, religion, sex, sexual
orientation, or physical disability. All Off-Campus users must
make their equipment requests through Media Services during
regular office hours. All Off-Campus users are subject to reasonable
and competitive rental fees for all equipment they reserve.
All Media Services equipment must be used on the grounds of
the College by Off-Campus users. Under no circumstances may
any Off-Campus user take Media Services equipment outside the
geographical boundaries of the College campus without express
permission from the Media Specialist or the Dean of Library
Information Services, the Dean of the College, or the President
of the College.
Off-campus users are responsible for any loss
or damage to the equipment they are using. Unless arrangements
are made otherwise they are expected to return all equipment
promptly after use.
1. Rental rates for Audiovisual Equipment provided
to Off-Campus users

2. Invoices and Credits
Off-Campus users are subject to reasonable and
competitive rental fees for all equipment they reserve. All
audiovisual rental charges will be processed through the campus
Activities office. After a scheduled even has occurred and all
rented equipment has been returned to Media Services, an itemized
report of the equipment used and related fees will be sent to
the Campus Activities Coordinator. The Campus Activities Coordinator
will then incorporate the audiovisual equipment rental fees
into her/his invoice to be sent to the Off-Campus user. Any
contested fees or charges should be communicated in writing
to the Campus Activities Coordinator. Once any piece of equipment
has been delivered by Media Services personnel or picked up
by the Off-Campus user or his/her representative, that piece
of equipment will be considered to be “used” for
the duration of the rental period. The waiving rental fees for
any piece of equipment that has been delivered by Media Services
personnel or picked up by an Off-Campus user or his/her representative
is solely at the discretion of the Media Specialist. Therefore,
all equipment rental cancellations must reach Media Services
personnel BEFORE 8:00 am on the day of the event or BEFORE 9:00
am of the Friday immediately preceding the event should the
event be scheduled to occur on a Saturday or Sunday.
Payments for equipment rentals are deposited
by the Campus Activities Coordinator to the library’s
supply account.
C. Waiving Fees and Charges for Special Groups
1. Alumnae
Meredith alumnae have an equivalent “student”
status in regard to most of the facilities and resources of
the Campbell Library. Audiovisual equipment, however, is not
included in these courtesy-borrowing privileges. Media Services,
however, reserves the right to waive any or all audiovisual
equipment rental fees and charges for Meredith alumnae who request
audiovisual equipment to be used on the Meredith campus. The
waiving of fees and charges will be decided on a case-by-case
basis at the discretion of the Media Specialist.
2. Baptist Groups
Meredith College acknowledges its long historical
relationship with the Baptists of North Carolina. Meredith College
wishes to maintain a friendly and fraternal relationship with
individual Baptists and individual Baptist churches in North
Carolina; therefore, Media Services reserves the right to waive
any or all rental fees and charges for audiovisual equipment
provided to Baptist groups meeting on the Meredith College campus.
The intended use, duration of use and number of pieces of equipment
requested will, however, be considered when charges and fees
are adjusted.
3. Special Users
At the discretion of the Office of the President,
Media Services may be asked to waive equipment rental charges.
Decisions regarding waiving such charges should be clarified
each year by the President’s Office
VI. Library Room reservations
A. Projection Room
The Projection Room (Rm 20) of the Library is
available by reservation to any patron on a first-come-first-served
basis. Users should reserve the Projection Room (formerly known
as the Library Instruction Room) in person or by phone at the
Media Services service counter). Special equipment users may
need, such as video projectors, overhead projectors, or 16mm
projectors, should be requested separately with Media Services
staff.
On certain occasions priority will be given
to instructors who are teaching with or about special library
resources. Such instruction may include:
Legal Assistants classes
Information Research classes
Audiovisual Media and Methods classes
In the event there is a scheduling conflict with one of these
classes, every effort will be made to find an alternative meeting
space for other users.
B. Harris Room
Due to its size and unique appointment, the
Harris Room is available only for special uses. To classes may
meet in this room; it is not a group study. The Harris Room
is for faculty committee meetings, for special alumnae meetings,
and for library staff meetings. It may be used only by special
permission. Questions regarding its availability for a certain
group should be referred to a full-time Media Services staff
member, or to the College Librarian.
C. Video Studio
The Video Studio is reserved in the book along
with the S-VHS resources. Because of its unique resources to
support video production, and due to special security concerns,
non-video classes should be encouraged to meet elsewhere.
D. LINC Center
The LINC Center is reserved through Technology
Services as other computing labs are reserved. Reservations
for classes must be made two weeks in advance of an anticipated
use. When not in use for a class, the LINC Center is an open
computing lab.
VII. Equipment Purchase Requests
Requests for audiovisual equipment, major or
minor, should be directed to the Media Specialist. Request for
purchases are subject to funds available, and are ranked by
the Media Specialist on the basis of need and feasibility of
projects. In many cases requests must be incorporated into the
annual budget process, and are submitted with other such requests
to the Dean of the College in the Fall Semester. Decisions for
funding for such requests are made in late spring. Minor equipment
needs, however, can typically be met through the library’s
supply account, and purchases for such equipment are routinely
made by the Media Specialist throughout the academic year.
A primary goal of Media services is to support
faculty needs related to their classrooms. Faculty are urged
to submit requests to the Media Specialist. The Media Specialist,
on his part, makes every effort to confer on an ongoing basis
with the Department Heads and other faculty regarding classroom
needs.
Requests for computer equipment should be directed
to Technology Services.
VIII. Software Purchase Requests
Requests for audiovisual software for the library
(e.g., video tapes, laserdiscs, DVD’s, music and information
CD’s, multimedia sets) should be directed to the Media
Specialist. Titles are ordered based on availability of funds,
appropriateness for the collection, and demonstrated curricular
need. Audiovisual resources are purchased from the library’s
supply account. Purchases for this budget line are not related
to the Library book budget.
In certain instances, with the approval of Department
Heads, software purchases may be made through the Media Specialist,
using library book budget funds. Department Heads should contact
the Media Specialist regarding this option.
IX. Special Audiovisual Circulation Assistance
Media Services is dedicated to helping members
of the Meredith Community find the audiovisual resources they
need to enhance and enrich their educational experience. The
move to the main floor of the library was motivated, in part,
to provide higher visibility for Media Services and the assistance
we can provide. While Circulation Services now houses the videotape
collection, Media Services still provides content support for
anyone seeking to use audiovisual resources. We help patrons
locate relevant titles in the ALIS database. If none are found
within the holdings of the Carlyle Campbell Library, we can
act as a liaison to several local and national sources of 16mm
film and videocassette rentals, some for as little as the cost
of shipping the desired item.
X. Student Activities sound System Policy
Due to the fact that the Student Activities
sound system is more complex to operate than more typical pieces
of audiovisual equipment, its availability is limited only to
those who have been specially trained in its use. In cooperation
with Student Activities, each fall Media Services trains student
leaders and club representatives in the operation of this large
sound system. The system is reserved through Media Services
as other audiovisual equipment, but on a larger form which can
accommodate a full description of equipment users need.
Media Services keeps a list of those who have
been trained to use this sound system. If a request comes in
from a user not on the list, she must get one of the trained
students to operate the system for her event.
Users of this large sound system should be reminded
that they are responsible for the equipment while it is in their
possession. They should take care of it during bad weather,
and they are responsible for its security until they return
it. It is a valuable resource for many users.
XI. MCTV
MCTV is the name for Meredith College’s
own cable channels—Channel 5 is our campus notice board,
and Channels 10 and 11 are available for faculty, student, and

than 700 dropsites on campus, including all dorm rooms, all
classrooms, all lounge areas, and all auditorium spaces. MCTV
is your campus resource.
A. Channel 5
Channel 5 is Meredith’s 24-hour electronic
bulletin board. It provides students with information about
events happening on or around campus. It is also the site for
postings about departmental or club events.
Channel 5 has a classified section where students
can post information about items they want to buy or sell. It
also has a job-posting section where students can learn of opportunities
to eran extra money.
Channel 5 is specifically by and for Meredith
students. It does not accept paid advertising for off-campus
products, services, or events.
B. Channels 10 and 11
Channels 10 and 11 are Meredith’s programming
channels. These channel showcase programs that students have
produced on campus.
These channels are also used for airing videos
required for the classroom. If Meredith holds copyright permission
for the broadcasting of a video, then faculty can request that
it be shown on MCTV. Showing videos in this way enables more
students to see tapes in a shorter period of time. Video showings
can be repeated several times during the week, ensuring that
every student will have an opportunity to watch.
Channel 10 also shows programming provided by
distributors across the country, such as “Burly Bear.”
These programs are geared towards a college audience, and they
address issues pertinent to college students.
Channels 10 and 11 are non-commercial. Meredith
College does not accept paid advertising. If paid advertising
does appear on the channel, then it was a part of the nationally
distributed programs that MCTV broadcasts.
